ABOUT JUSTIN

A builder focused on practical tools for public safety.

Justin Hawkins is a Georgia technology founder building practical tools that help public safety agencies make better decisions while upholding human dignity.

As co-founder and CEO of Talitrix, he leads development of wrist-worn monitoring, jail management systems, and connected supervision platforms. His work is grounded in a clear conviction: technology in the justice system should help prevent failure, not merely record it.

Core convictions
Builder, not bureaucrat. Focus on practical tools that work in the real world.
Human dignity and public safety are not opposites. The best systems strengthen both.
Data should help agencies act sooner — preventing harm rather than only documenting it.
THE BIG IDEA

Public safety technology should help agencies act sooner — not wait for failure.

Modern supervision tools can give agencies clearer information, help people comply with conditions, reduce unnecessary incarceration, and protect lives when systems are under pressure. The goal is better outcomes for agencies, participants, and the communities they serve.

THE WORK

Talitrix through the founder’s lens

Talitrix is rebuilding monitoring and supervision around dignity, intelligence, and outcomes. The platform returns electronic monitoring to its original rehabilitative purpose — using modern technology to create tools that are less stigmatizing, more intelligent, and genuinely useful to the agencies and people who depend on them.

The Wristband Thesis

The future of electronic monitoring should be less stigmatizing, more intelligent, and more useful to agencies than legacy ankle-monitor models. A well-designed wrist wearable can support compliance and supervision while preserving more of a person’s dignity and daily life — an important factor in successful second chances.

IDEAS & PERSPECTIVE

Writing and thinking on public safety technology

ON THE RECORD

What I Believe About Public Safety Technology

Technology deployed in the justice system carries real weight. It shapes outcomes for agencies, for the people they supervise, and for public trust. It must be built and used with care.

Public safety and human dignity are not in tension. The best tools strengthen both.
The old model waits for people to fail. Better tools should help them succeed.
Agencies deserve clarity, not complexity. Technology should reduce risk, not add to it.
Monitoring works best when it supports compliance, not when it only documents violations.
Privacy and transparency are requirements, not obstacles. Sustainable technology earns trust over time.
Real-time information, used responsibly, can protect lives and reduce unnecessary harm.

These principles guide the work. They are not talking points — they are the standard the technology must meet.

On public discussion and scrutiny

Companies operating at the intersection of technology and government will face legitimate questions and public debate. Justin’s focus is on building reliable tools that agencies can trust and that improve outcomes for the people they serve. Direct, substantive questions are always welcome.
